Arrears Installment Agreements

The Arrears Installment Agreement module in Interact SSAS offers a structured and transparent mechanism for managing repayment of employer arrears to the social security administration. This module is typically triggered as a result of an audit process where the employer has accumulated significant unpaid contributions (arrears) and is unable to pay the amount in full. Instead, an agreement is made—either voluntarily or by court mandate—allowing the employer to settle the debt in scheduled installments over an agreed period.

Purpose and Use Case

This module is used when the outcome of a compliance audit requires the employer to pay overdue contributions. Instead of making a lump sum payment, the employer agrees to repay the arrears over a period of time, usually ranging from one to five years. Installments can be scheduled weekly, bi-weekly, monthly, or quarterly, and may include interest. Each installment comprises both principal and interest, and these are tracked separately for accounting purposes.

Agreement Creation and Setup

The module is initiated automatically when a compliance officer creates an audit action of type “Create an Installment Settlement for unpaid Arrears.” The system then generates a new Arrears Installment Agreement prefilled with employer data from the audit action.

The agreement includes the following details:

  • Installment Agreement Number (auto-generated)

  • Employer and audit information

  • Arrears Initial Amount Balance

  • Installment Agreement Date, Start Date, and End Date

  • Installment Frequency (weekly, biweekly, monthly, quarterly)

  • Interest Rate

  • Calculated fields for:

    • Initial Amount Balance with Interest

    • Installment Principal Payment Amount

    • Installment Interest Payment Amount

    • Total Installment Payment Amount

  • Payment Method

  • Employer signature fields and supporting attachment

Approval Process

Once created, the agreement is marked as “Pending” and must be posted to the employer’s profile. A confirmation popup verifies the action, and upon posting, an email notification is sent to the employer.

The employer must review the agreement via the eService portal. Only then can the agreement be formally approved. Approval requires selecting the approving official and date. A confirmation popup finalizes the approval. Once approved, the installment payment schedule is generated automatically based on the defined parameters.

Payment Management and Tracking

Installment payments are listed in a dedicated payment grid. Each entry includes status indicators: red for overdue, green for paid. Users can filter payments by agreement number, employer name, or ESSRN. Payment details are entered manually, including mode of payment, reference numbers, and issuing bank.

After payment submission, the status updates to “Unpaid” until approved. Approval and rejection options are provided, each requiring selecting the responsible party and relevant date. All transactions are recorded and updated in real time.

Accounting and Reporting

All amounts—principal and interest—are calculated and displayed separately to support financial tracking. The module allows administrators to monitor total installments paid to date, last payment date and amount, remaining balance, and overall status of the agreement. Color-coded grids provide visual cues for quick reference.

Integration with Case Management and Notifications

The module integrates with case management so that any default or non-compliance with the installment terms can trigger further enforcement action. Automated email notifications are sent at each installment cycle and at key events such as posting, approval, or payment due.
